The Customs Administration of the Slovak Republic offers the public the service „Procurement of information regarding the settlement of commitments“ through the medium of its application SIOUX, which is at the disposal of employees of the Customs Administration at every customs workplace. The abovementioned service is related with the discharge of goods in customs procedures, which is conditional on the settlement of the allocated customs debt to the customs office.

Customs debt can be settled resp. ensured in various ways, for example: non-cash payment or pledged resources on the account of the customs office or a pledge in the bank or a bank guarantee or a letter of guarantee underwritten by insurance. Customs Administration of the Slovak Republic steps forward as the acceptor of the customs debt. Customs debt is understood as the sum of the importation payment (customs debt in importation) or the sum of the export payment (customs debt in export), which is applicable on specific goods in its import or export according to customs regulations.

The necessary condition for placing goods under a declared customs procedure is the allocation of the settlement of the customs duty to the account of the customs office and receipt of the statement from the bank account which the customs office has in the State Treasury. The period of processing payments including receipt of the statement from the account of the Customs Administration can take two days or more.

Time is an important aspect in placing goods under a declared customs procedure and the Customs Administration has come up with a solution, in which information regarding the payment can be obtained by the customs employee in 15 minutes. The basis of the solution is cooperation with contractual banks and operators which ensure the rapid and safe transfer of information regarding the settlement of liabilities from the account of the customs agent from the contractual bank through the operator through to the Customs Administration.

• Customs Office (branch) assesses to declarant customs debt on the ground of  lodged customs declaration.
• Declarant pay the customs debt in the standard manner in the bank – payment order on the declarants’ account administered in its bank or in cash through the medium of any bank, which allows the realisation of the payement of the customs debt in favour of the account of the respective Customs Office.
• Contractual Banks ensure the processing of payments and identify that the unit regarding the settlement of the customs debt and, in case, its authorisation in the bank system, and creates a message regarding the Authorisation of the settlement of the Customs debt. Creation of messages of contractual banks are electronically signed, and encrypted with a bonded key of the Customs Directorate of the Slovak Republic and sent by operator through its MonexCS system.
• MonexCS System after the receipt of the message from the contractual banks sends back a confirmation regarding the receipt of the message.
• After acceptance of the message regarding the Authorisation of the settlement of the customs debt from the contractual bank, MonexCS electronically signs this message encrypted with the bonded key of the Customs Directorate of the Slovak Republic and sends it to Customs Directorate of the Slovak Republic at the agreed time interval.
• Customs Directorate of the Slovak Republic after checking the received message sends a message to the MonexCS system regarding the receipt of the Authorisation of the payement of the customs debt.
• Customs Directorate of the Slovak Republic consequently informs the competent branch of the Customs Office which secures the information for the customs worker, which then releases the goods into free circulation.
• The Declarants’ Bank realises the settlement of customs debt on the account of the Customs Office administered in the State Treasury in the standard manner – through the medium of clearing through the NBS.
• The State treasury through the medium of account statements informs the Customs Office of the acceptance of the settlement.

Declarant must go to the contractual banks. Conditions can be obtained in each bank (individual banks can have different conditions), for which the bank offers the service MonexCS – Procurement of information regarding the settlement of debts.

Bank in remittance on the behalf of the Customs Office account ensures the sending of the necessary information to the Customs Directorate of the Slovak Republic, which forward the information to the competent unit. The whole process takes cca 15 minutes.

This information is binding from the banks and serves for the Customs Administration as the basic document for the discharging of goods. For this reason it is necessary that the declarant specify in the payment order the correct data from the SAD, i.e. bank connection of the customs office, amount, variable symbol (VS) – last ten digits of the JCD. In the instance of a partial payment the entire amount must correspond to the amount listed on the SAD.
